Failed to create process refers to the md5deep.exe program in your LaunchBase\Resource folder.
Can you see if you can run this program from the command line?
Start > Run > cmd
F:
CD\CnC\Red Alert 2\LaunchBase\Resource
md5deep syringe.exe
