So yeah topic name. So will there be buildable land support in Ares as in: Will I have the ability to place land on water?

If you want this, file a feature request in the bug tracker.

Have you actually tried making a ToTile Naval building?
I don't know if it would work.

It doesn't work. ToTile= buildings can only be placed on one kind of clear ground. This means that they can't be placed on water, even if they have "WaterBound=yes" and "Naval=yes" on them.

That is unfortunate, but should be overridable somehow.

If somebody submits a feature request for that, depending on the degree of community support, I'm sure we could look into that.
