No. It wasn't Syringe what he killed. But without your post I wouldn't thought about that, DCoder. Thanks for the hint. 
LaunchBase is programmed to be frozen if Red Alert 2 or Yuri's Revenge is running, that's intentional and the XCC Mod Launcher has the same behavior. When YR closes, it will reactivate itself. I guess you Alt-Tabbed out from YR, and saw that LB's frozen, so you killed it and restarted.
Don't do it next time. Yeah, there is no response from LB to the Task Manager while a RA2 is running... but only while a RA2 is running, It will come back alive after RA2 is exited.
