It seems to be your modfiles, honestly.
There are two possibilities:
A, your modfiles in the RA2 directory are read-only. Get that off.
B, one of those modfiles are opened with another program. Close that application, modify the files within your mod's folder if you're using LB, not from RA2's folder.
