Four days passed since my last post, so I guess a double post should be tolerable.
I've got an idea Marshall, I you could improve the ModCataloque. The problem of the ModC is, that it depends on your activity if it's up to date - there's only one 'non-Marshall' (my plugin ) and the informations are already out-of-date. What happens if the Catalogue contains 20 on more entries? You have to maintain all changes and this could be pretty annoying. Mabe you should only write the following stuff to your ModCatalogue File:
Name=NameOfThisMod
InfoURL=http://www.linktoafile.com/which_contains_general_information.inf
DownloadURL=http://www.linktoafile.com/which_is_the_setup.exe
VersionURL=http://www.linktoafile.com/the_normal_update.upd
So all stuff that changes with time could be edited by the mod creator.
