The tutorial does no lie... Its simply incomplete... I wrote this about 5 years ago but it seems some1 copied it and left out some stuff. 
What u say is true, the particle continue to spawn after the tiberium is gone... [that part was omitted] 
I had a second tutorial that worked better I'll try to find it.
