Launch base error on launch

Hello. I am experiencing an error when i try to Launch the 0.99.246 version of launch base on my x64 vista desktop. the except file reads as follows:
Internal Error
Date: 2010-04-19
Time: 12:46:50
Error: 9
Description: Subscript out of range

Return stack:
frmMain.Init_LoadPlugins()
frmMain.Init()

I am wondering if any one else has an issue. i posted on the bug tracker for launch base as well as here in the forum.

I can reproduce this bug.

If you did a clean install and thus don't have any mods installed, you can create the path "{launchbase}\Mods\{x}\launcher\" and create an empty file "liblist.gam" in it to circumvent the glitch. {x} may be any name like "test".
