IE Error
#2
Your mod files should end up in
${YOUR_LAUNCH_BASE_DIRECTORY}/Mods/${YOUR_MOD_FOLDER}/video
in exactly the way you want them to appear in the game folder.
If you're having trouble with that, get LB Mod Creator.
  • FA2 does not have Ares support. It's as simple as that, so that's no surprise.
  • Whether Ares is active or not should be visible at the launch screen.
  • I can't tell whether you left something out without seeing what you put in.
In order to rule out the issue is on your end, please create an obvious mod using an obvious Ares feature, e.g. one that requires the Grizzly to use an Operator=.
That way, you'll quickly see whether Ares is launched properly or not.

If Ares does launch properly with your mod, we can then check what you tell the game in terms of foundations and what effects you get.
