Aircraft reaload very fast

How do I change so my Aircraft dont reload so fast?
I tried to add Ammo system but it did not helped. And made a higher ROF but it did not helped!
What should i do? (the reaload is about 5 ROF)

ROF=5 is about 1/3 of a second
theres a specific tag for ammo reloading, but i can't remember what it is, so, take a look at the harrier.

That wasent the problem, for some reason ReloadRate= was displayed in general.
