A recommended way would be , which is basically the same as include, but it doesn't evaluate the news content as possible php code, which would make your site safer in a (highly unlikely) event of someone managing to post unescaped html/php code as news.
Btw, you're probably looking for css features called padding-bottom or margin-bottom, if I'm reading the question correctly.
