AI base building problem.

I don't know if other people notice this aswell, or is this just some unfixable WW bug, but sometimes the AI simply stops building it's base early in the game. It build a barracks and few power plants but that's it. And there is plenty of space to build. This seems to happen randomly and almost with any map and every country.
