The tab style issue could also be VB-version dependant, I'm not sure. Or, if you have time to spare, you could make them OwnerDrawn...
As for fake TX, you could come up with function magicKey(plugin official name, version, secret phrase, size, archive md5) that generates a magic key (one way generation, preferably), then the mod's information file could contain a line "Auth=<magic key>" and when multiple mods have the same official name, the ones with valid Auth should get priority over non-properly-Auth'd ones, with possibly some visual identification. Authors of plugins wanting to get the magic key would just contact you with that information, and you would send them the key. (Imperatively, this should require your action, and not be a simple generator function in the Install-Maker, for obvious reasons.) Granted, this requires some small work on both your and the author's part, but it prevents people tampering with official releases, doesn't limit who can create plugins, and visual identification of Auth'd mods gives users a sense of trust and security. Just need to come up with a safe way to generate the Auth.
Although this process is interceptable with a debugger, if you can use a debugger to that extent, you deserve to get the reward.
