This kind of "log the fuck in" just works for scare some new comers. If the person you want to ban doesn't post in your board, then, who cares if he reads something? It won't affect your board anyway... Btw, here's the feature he mentioned, for those who are lazy to login or have IP banned by being in the range of those who were banned in the past (this includes myself):
