I gathered my language skills (and my French dictionaries) to translate all the strings:

English:
GUI: CampaignList - "Campaigns list"
GUI: PlaceUrbanAreas - "Urban areas"
STT: PlaceUrbanAreas - "Toggles the placing of urban areas."
STT: MultiEngineer - "Re-enables the old engineer system (multiple engineers required to capture a building)."

German:
GUI: CampaignList - "Kampagnenliste"
GUI: PlaceUrbanAreas - "Städte"
STT: PlaceUrbanAreas - "Bestimmt, ob Städte auf der Zufallskarte erstellt werden."
STT: MultiEngineer - "Stellt das alte Ingeneur-System wieder her (mehre Ingeneure zum Einnehmen eines Gebäudes nötig)."

French:
GUI: CampaignList - "Liste de campagnes"
GUI: PlaceUrbanAreas - "Secteurs urbains"
STT: PlaceUrbanAreas - "Détermine si des secteurs urbains vont être produits."
STT: MultiEngineer - "Rétablit le vieux système des ingeneurs (plus d'ingeneurs se faut pour prendre un bâtiment)."
