It's not quite the same in Tiberian Sun as it is in RA2. In TS, each option isn't a separate theater, just variations upon Temperate and Snow. However, in RA2 it only lets you choose the two main theaters (three with Ares). I'd assume that's why you can't just add one like in TS.
