yes this is true, I posted about this a while back
about your two transport Idea, looks promising, but I pretty much gave up on the Idea, I just use delay teams, create one task..send it a friendly power plant, guard area for 200 sec's or so...blah blah.., but if you're able to get it done then , try increasing max=2 on one of the teams or increasing DissolveUnfilledTeamDelay= in rules(md)
I also wondered how the AI manages to group it's starting units in a certain area..I notice on deezire's guide there are still several "???" concerning AI's [group=] command
