pcx file can't be used!

i find the pcx file can't be used in ARES!
i use pcx for cameo and the country set,but in game you can just find a black square frame.you can't find any design.
ps:the pcx for cameo is 256 colors and dimensions of 60x48 pixels.
i don't know the size of pcx in the country set.

i am sorry ,i make a mistake with the pcx.the pcx not a really 256 pixels.This is used to image processing software has deceived me.

For future reference, if you're wanting to use PCX cameos, the tag is CameoPCX=blarg.pcx (and AltCameoPCX=etcetera.pcx), not just "Cameo=".
