While I am not a fan of the MC priorities either, the RA3 thing is a meta feature request with several seperate features that should all have been submitted seperately to survive or die on their own merits, some of which can already be done. IMO it should loose by default and seperate requests for the stuff that can't be done submitted with MC Priorities going through to at least the next round where it hopefully faces defeat against something more deserving.
