On an otherwise unmodded copy of rulesmd.ini, I added the two tags you mentioned above to a [ThirdSide] section, went to start a game with your mix in the directory, and boom, error.
Here's all the relevant files. I took a look at debug.log, and it seems to crash right after trying to find "sidenc03.mix".

[Side]►Sidebar.YuriFileNames=yes. With that, it all works normally without issues.
