This is what the new urban bridge set in the TX does, replaces an unused wooden bridge with another paved one. They don't link to each other properly though. MetalMario was on to something that allowed the disguising of one bridge head as another though which was interesting but he never finished his set of additions to the TX (which looked to be substantial).
