Do new sides support new EVA sounds? I am confused, didnt really get what the manual says.

Currently, the new sides do not support this because the EVA.Tag isn't working yet.
The default EVA for every new side is Yuri's minion.

How much countries are supported as a whole? 16 or 32?

If you read a bit the manual...
"you can now have up to 16? countries and 16 sides..."
"The [Countries] list can contain up to 32 countries, however taunts will only work for 16 of these."
If you care about different taunts per country 16 should be the country limit & if you you don't care until 32 countries.
