In case it's not yet clear what feature I'm talking about... it's the Ion Cannon Ripple Effect:

Ripple.Radius=20; the shot above uses 20. Ion Cannon uses 79. Not sure about the maximum limit, best stay under 80.

That's a tricky question. Ever since I got this new PC, nothing lags at all LOL So I'm afraid you'll have to see for yourself when you test it.

No, it's just a visual effect like the screen shaking with ShakeXhi and friends.
